(17) $11,942,770 for the widening of Highway 246 from its intersection with Highway 221 to Emerald Road;

Project Overview

The project scope is to widen South Carolina Route 246 to from its current 2 lanes to 5 lanes for a section of approximately 4 miles beginning at the intersection of South Carolina Route 221 and South Carolina Route 246, continuing to South Carolina Route 702. Traffic on this section of road is projected to increase over the coming years with particularly increased industrial traffic (Fujifilm Manufacturing USA, Ascend Performance Materials, Colombo Energy, etc). The total estimate for right-of-way acquisition, roadway construction, bridge placement and intersection development is estimated between $50 to $60 million. The $11,942,770 proposed through the Capital Project Sales Tax would serve as an approximate 20 percent local cash contribution to leverage federal and/or state matching transportation dollars to fully construct the 4 miles of expansion.
